EU / Hydrogen and low-carbon fuels: Delegated act released by the Commission

"This is a pivotal step that provides a clear regulatory framework, unlocking investment certainty and accelerating the scale-up of clean hydrogen production across Europe", says the European Commission, which released its delegated act providing a framework for hydrogen and low-carbon fuels on 08/07/2025.

This delegated act clarifies the definition of low-carbon hydrogen and the low carbon energies sources that can be used during its fabrication process, and specifies that the Commission will assess Blue hydrogen standard emissions, with a distinction between pipeline gas and LNG, by 01/07/2028. But some key issues, such as the use of PPAs for nuclear energy, which will be open to public consultation by 30/06/2026, with a legal framework due for 01/07/2028, remain unchanged.
