EU/ETS: procurement process for the 4^th common auction platform launched on 02/07/2025

The Commission, through DG Clima, launched the procurement process for the fourth common auction platform of the EU ETS (Emission Trading System) on 02/07/2025 : this platform will be responsible for auctioning ETS 1 allowances (aviation, maritime transport activities and stationery installations), on behalf of 25 Member States (Germany and Poland have opted out the EU ETS 1) and the three EEA States, as well as allowances for the Innovation Fund, the Modernisation Fund, the Greek Decarbonisation Fund and the Social Climate Fund.

The platform will also auction ETS 2 allowances (buildings, road transport and additional sectors) on behalf of all 27 Member States and the 3 EEA-EFTA States, that will be fully operational by 2027 (monitoring of these sectors' emissions beginning in 2025).

The procurement will follow a restricted procedure in two stages : in the first stage, interested candidates (economic operators) may submit a request to participate by 15/09/2025. These submissions will be assessed against the published exclusion and selection criteria.
