CBAM: simplification approved by Parliament and Council, entry into force scheduled for 01/01/2026

"We are continuing to meet the commitments made under the Clean Industry Agreement. As you know, we have already simplified the CBAM (carbon border adjustment mechanism), excluding 90% of companies while retaining 99% of emissions. Today we are also announcing our solution for CBAM exports," said Wopke Hoekstra, Commissioner Climate, Net Zero and Clean Growth on 02/07/2025 during the presentation of the European climate target for 2040.

We are working specifically for companies that risk to lose ground because they are exporters. In some sectors, such as steel or aluminium, there is a problem. Our aim is to make CBAM work. The ETS is an excellent idea, and so is CBAM, but we need to make sure that it meets our needs.

To achieve this, the Commission intends to:

• Simplify the system
• Target exports
• Discuss the scope
• Ensure against fraud and manipulation by actors"

The first phase of simplification was approved by an agreement of the Parliament and the Council and voted on 03/07/2025 in ordinary session.
