HCC: "A wake-up call to relaunch climate action" (Annual Report 2025)

The 7th annual report of the French Haut Conseil pour le Climat, published on 03/07/2025, sets out to relaunch climate action in the face of worsening impacts and weakening leadership.

The document surveys France's climate action, the effectiveness of its policies and their consistency with the trajectory for reducing greenhouse gas emissions.

"By 2023, France had achieved an emissions decline rate consistent with the trajectory required to achieve the European target of reducing GHG emissions by 55% between 1990 and 2030. However, the pace of decarbonisation slowed considerably in 2024 and must double to reach the 2030 target. While two-thirds of France's emissions are linked to the use of fossil fuels, achieving our targets depends in particular on phasing out fossil fuels", says the HCC.

" To ensure that it achieves carbon neutrality, and to strengthen its competitiveness and security, France should support the -90% GHG emissions by 2040 compared with 1990, as proposed by the European Commission. "
