EPBD: publication of the recast Directive and implementation measures by the Commission

"The revised 2024/127 EPBD (Energy Performance of Buildings Directive) sets the buildings sector on the path towards full decarbonisation by 2050", announces the European Commission on its presentation of the EPBD implementation measures on 30/06/2025.

The Directive entered into force on 28/05/2024 and has to be transposed into national legislation by 29/05/2026. To help Member States and stakeholders implement the directive, a package of measures is presented on 30/06/2025, including a comprehensive 20 guidance documents set .

The main measure of the package consists of setting energy performance requirements that are cost-effective for building owners, for new and existing buildings, taking into account local building stock characteristics and climatic conditions.
With Zero-Emission buildings as a new standard for new buildings, solar-readiness and EV charging points to be included in every new building, decarbonisation becomes a structural feature of the building regulation, aiming at on-site rapid progress in the 27 Member States.
