Carbon offsetting: transitional provisions extended by decree until 01/01/2031 (France)

Extending the transitional provisions of the 26/04/2022 specifying the terms and conditions for applying the principles of carbon offsetting set out in article 147 of the Climate and Resilience Act (measurability, verifiability, permanence, additionality and transparency) : this is the purpose of the decree of 23/06/2025 published in the Journal Officiel on 25/06/2025

The revision of the decree extends the transitional provisions introduced in article 2 of the initial decree until 01/01/2031 instead of 01/01/2026.

The decree of 26/04/2022 on offsetting greenhouse gas emissions also specifies the terms and conditions for applying the obligation to offset greenhouse gas emissions from domestic flights by aircraft operators. In particular, it provides for arrangements for the ex-ante financing of European projects.
