EU Emissions Reporting: Expanded scope, streamlined data collection (OJEU)

The European Commission adopted a new text updating how EU countries report on the implementation of the Union’s ETS (Emissions Trading System) dated on 24/06/2025, in the Official Journal of the European Union. This update aims to reflect recent changes to European climate policy and to improve the quality of data reported by Member States. According to the Commission, the update was necessary because the provisions needed to be aligned with the Union’s legally binding climate objectives, including the goal of reaching climate neutrality.

The revised reporting also accounts for expanded coverage of the emissions trading system, which now includes activities in the building and road transport sectors as well as maritime transport (ETS 2). The reporting format now includes emissions “from renewable and low-carbon fuels,” “quantities of CO₂ chemically bound to products,” and “the non-CO₂ effects of aviation.” It also introduces dedicated sections for installations, aircraft operators, fuel suppliers, and maritime companies.
