EU Parliament /ENVI Committee: NECPs "encouraging but not sufficient" (Commission)

The European Commission delivered its evaluation of the final NECPs (National Energy and Climate Plans) submitted by the member States in an ordinary meeting of the ENVI Committee in Brussels on 24/06/2025. It judged the NECPs submitted "encouraging regarding the 2030-GES objectives" toward a 55% reduction of GES compared to the 1990 levels, but called for more work.

The aim of this review is to simplify and refocus the NECPs to transform them into real investment plans to cooperate with stakeholders based on a transparent framework.

The Commission highlighted that a 54% reduction is attainable if the member States implement the measures they proposed in their NECPs and follow the EU policies towards the overall goal. "These plans are essential tools to deliver a fair, resilient, competitive and climate-neutral Europe and to mobilize and steer the much-needed investments for the climate and energy transition", says Yvon Slingenberg, director of DG CLIMA, in charge of strategy, analysis and planning, representing the Commission.
