Low carbon hydrogen: amendment to the draft delegated act requested by Eurogas and Entsog

"We call on the European Commission to amend the draft delegated act [related to low-carbon hydrogen] to allow the production and import of all types of hydrogen and low-carbon fuels. This is essential to support the expansion of the hydrogen market in Europe", write 17 co-signatories, including Eurogas, Fuels Europe, GIE and Entsog, in a joint statement published on 23/06/2025.

The delegated regulation on low-carbon hydrogen is part of the hydrogen and gas market package, which defines low-carbon hydrogen and its derivatives as being derived from non-renewable sources and complying with a 70% threshold for GHG emissions.

" This legislation would make it excessively difficult - if not virtually impossible - to produce low-carbon hydrogen and fuels in the EU or in the rest of the world for import into the EU, by imposing restrictive and unworkable emissions calculation rules."

" This represents a critical threat to the decarbonisation of energy-intensive industries."

The draft delegated act was sent to Member States in April 2025. It is due to be adopted in August 2025.
