Covenant of Mayors : 2025 updated guidebook available "for more effective climate change action" (JRC)

On 18/06/2025, the Joint Research Center (JRC) delivered an updated version of the Covenant of Mayors guidebook to "help local authorities reduce greenhouse gas emissions, adapt to climate impacts and address energy poverty at a community level". These are the three pillars of the updated SECAP, each with a dedicated tool developed in the guidebook.

"In line with the increased scope and ambition of EU climate policy to becoming climate-neutral by 2050, the CoM EU signatories currently aim to reduce their GHG emissions by at least 55% by 2030, as well as to make their cities and towns climate-neutral and increase their resilience and energy security by 2050", they write.

The Covenant of Mayors for Climate & Energy in Europe supports more than 11.000 cities, regional and local authorities to increase climate resilience and implement the measures on their ground through Sustainable Energy and Climate Action Plans (SECAPs). CoM EU signatories are required to develop a SECAP within two years after adhesion.
