EU/CO2 emission performance standards: additional flexibility mesures for manufacturers (OJEU)

The European Parliament and the Council adopted, on 19/06/2025, an amendment to include additional flexibility for automobile manufacturers in regards of CO2 emission performance standards for new passenger cars and light commercial vehicles, published on 19/06/2025 in the Official Journal of the European Union (OJEU).

This recent regulation amends the 2019/631 EU regulation of 17/04/2019 and adds flexibility for manufacturers during the 2025-2027 period by:

• Changing the period of calculation of the CO2 emissions targets from an annual to a three-year period
• Extending the deadline to form pools for 2025 and 2026 until 31/12/2027

The manufacturers still have to meet their specific emissions targets over the 2025 to 2027 time period. The Commission warns that penalties will be imposed on manufacturers who don't meet their targets.
