The electrical blackout of 28/04/2025 in the Iberian Peninsula had a multifactorial origin resulting from the combination of three elements: insufficient voltage control capacity, oscillations in the system and disconnections of production plants, sometimes "apparently unjustified", states the report of the committee for the analysis of the electrical crisis, presented to the Council of Ministers by Sara Aagesen, Spanish Minister for Ecological Transition and Demographic Challenge, on 17/06/2025.

Two working groups have been mobilised on cybersecurity and digital systems, and on the operation of the electricity system. The experts in the cyber-security working group ruled out the possibility of a cyber-attack, both on the system operator's installations and in the control centres or production centres analysed.

The report includes recommendations such as improving the control and monitoring of players' behaviour and increasing the level of interconnection with France.
