EU/ENVI Council: adoption of End of Life Vehicles proposition

The European Council unanimously adopted a position on the end-of-life vehicles (ELV) regulation proposed by the European Commission, in Luxembourg, on the 16/05/2025. It foresees a general approach with circularity requirements for vehicle design and the management of end-of-life vehicles.

A mandatory target for the use of recycled plastics in vehicle manufacturing has been negociated among the member states, striking a balance between a realistic calendar and ambitious circularity goals. A three-stage calendar was adopted with 15% minimum recycled plastic content in vehicles by 6 years, 20% by 8 years and 25% by 10 years after the entry into force of the regulation.

Competitiveness on the global automobile market was also discussed, with the possibility of inclusion of mirror measures concerning extended producer responsibility (EPR). The Council decided that producers outside the EU must cover the recycling costs of the vehicles they place on the EU market, while allowing flexibility for EU producers under specific circumstances.
