OSOA package: agreement reached about key pillar of the Chemicals Strategy for Sustainability

The European Commission has welcomed a provisional agreement reached between the European Parliament and the Council on the “One Substance, One Assessment” (OSOA) package on 11/06/2025, described as “a key deliverable of the Chemicals Strategy for Sustainability.”
The initiative is designed to improve the way chemicals are assessed across the EU by streamlining procedures, reducing duplication, and strengthening transparency. It also aims to improve access to information through a new, centralised data platform.

The OSOA package consists of three legislative proposals:
•a regulation creating a common data platform on chemicals,
•a regulation re-attributing technical tasks and improving cooperation among EU agencies,
•a directive that formally assigns new responsibilities to the European Chemicals Agency (ECHA).
